A18A17: no, they overlap instead of stacking.
I just realized I can't add. That should 20 and 20. So what you're saying is that it's 10 no matter how you slice it?

Becomes Medium Humanoid. But yes it's that simple.
It just seems so powerful by comparison to all the other races. Leaves you a little edgy, almost.

Yeah, but so are all the base races, and they're nowhere near those stats. Granted there's a couple that could arguably be close, but the human definitely isn't. I think I remember talking to Gawain about the star elf, and how I couldn't believe its power by comparison. I think that's the problem. Comparing them to the base races and not the newer ones that are out.

Aasimar are a weak LA+1, though.

That said, there's a more balanced version obtained by taking 0 levels of the savage progression

That's because you're only looking at the stats (though if you think stats is all there is, Dragonborn Water Orcs have +4 Str and Con, -2 everything else, plus they get their choice of wings, awesome vision modes, or a breath weapon).  For raw power, other things are more important, such as feats (Humans) or access to special abilities and PrCs (Kobolds, Gnomes).

Actually, no, the base races aren't vulnerable to most of the anti-outsider spells, like planar binding and the like. RAW (MM1 P 312), even if they are off the Prime they aren't effected, because the Native subtype doesn't change based on your planar location, it denotes one thing, and one thing only: Whether you are a native to the Prime. Not the plane you are on, but the Prime. A succubus in the abyss doesn't have the Native subtype.

A20:
War Mage "War Mage Edge" ability applied to the Poison Spell? 1d10 + Int con damage primary and secondary damage. Empower that sucker somehow.

There's probably something which applies to mundane poisons, though.
If I say something about real world physics, and someone disagrees, assume I am right 90% of the time. This number goes up to 100% if I am late night posting - trust me, my star dust sibs.
