A better option would be an item that does Expansion.  Also a first level power, Expansion doesn't care about type.

Same thing as Enlarge Person would be.  Enlarge person is a 1st level spell, Expansion is a 1st level power.  The difference is duration.  Enlarge Person is 1 min/level and Expansion is 1 round/level.  On the other hand, Exapnsion can be increased over that greatly.  At manifester evel 3rd, it can be augmented to have a duration 10 times that of Enlarge Person.  It has a couple of other augmentations too.

But where on that page does it specify what the problems with flying ARE, and what triggers it?  I must be blind, because I've searched that page several times, and all I can find is info on maneuverability, which isn't what I'm looking for.  No amount of encumbrance (up to max load) drops your speed to less than half your speed, so it by itself does not cause problems related to minimum forward speed, which is the only thing I can find there.

Psionic Tattoos of Expansion. If you can use the Expanded Psionic Tattoo rules, you can make one that is reusable, instead of a 1-shot item, like a potion.

It looks to me like they gain it when they pass the Wisdom check to realize they're cursed as that's when they gain the benefits of the template.

Technically speaking, nothing really prevents you from doing so. Theoretically, you could also use multiple smite attempts to do the same (however, unless they're from different sources, they shouldn't stack. Note the word used is shouldn't; because damage is supposed to be cumulative and so are bonuses to damage).

They still have some of the benefits when not transformed, though. They still have the animal hit dice, bonus feats, scent, low-light vision, etc. I guess you could argue that those "symptoms" are subtle enough that they might not notice, but I think they still count as "symptoms". Since the character becomes an NPC whenever they transform if they haven't succeeded on the Wisdom check, it seems to me as though the benefits of the template will only be applied after they are successful.  RAW is extremely vague on this issue, although it is clear that the afflicted character cannot voluntarily use the abilities of the template, so it would be reasonable to assume that they gain none of the racial HD and LA until they beat that Wisdom check.  This isn't unfair since before that point, the character is an NPC whenever the afflicted character can use the abilities of the template.

A222: None that I'm aware of.  Assassin's Stance and Assassination Weapon are the only ways that I know of that don't require a specific class.

Not true. It's the same thing as becoming a vampire. You don't just instantly gain 8 ECLs in one go unless you're that kind of DM. Especially when you've got http://www.wizards.com/default.asp?x=dnd/sp/20030824a available. You'd just go that route. For lycanthropes, it'd be along the same idea. Yes, it is the same as a Vampire. But savage progressions hardly make sense from a Role Play perspective. For one, you don't even gain Alternate Form until your next level up. But I concede, these make it much less stupid.
