Define "Race". It's not like there's something other than a smooth transition from one "Race" to another. In D&D Terms, I'd see it as the "Base Creature" only, but that's neither here nor there.
I define it as: not coming from a class, feat, or skill ability. Since those are the only four technical sources ever mentioned in the books...

They don't/haven't, was the point. 3.5 is as dead as people not liking nice tits.

Sometimes, their tits (3.5) get enhancements (houserules), but that doesn't mean people don't like nice tits.

Though sometimes, the surgeon (DM) botches them pretty bad...

I merely ruled that way because Mistling is an acquired template.  Your race was an Aasimar as I recall (or Half-Fey Aasimar?).  Magic in the Blood would've worked on any inherited SLA's, just not acquired ones.  I'm not completely unreasonable after all. ;)

It's still not clear. I understand that as a DM its your call blah blah but I understand his frustration. If acquired templates can provide racial bonuses why aren't the SLAs racial?

Can acquired templates provide racial bonuses?  TML only mentions that inherited templates provide the racial bonuses.

Edit:  Besides, not like a mistling is a true-breeding race that can reproduce.

Vampires and Ghosts come to mind.

On a quick search I found;
Netherhound from Dragon 322. Sacred Watcher from BoED. Voidmind from MM3. All the Dragon Psycosis from Dragon 313. Warbeast from MM2/

Interesting.  SRD defines racial bonus as: "A bonus granted because of the culture a particular creature was brought up in or because of innate characteristics of that type of creature."  Though a skill bonus is obviously different than a SLA, it does seem that WotC might've intended for race to change with template.  Hmm...

Eyes of the Avoral, a spell from BoED, grants a racial bonus to spot. Does that stir the mud again, or what?

SCM don't care about casting time or expensive components, right? Check out Dragon 309. In the 'Spells of War' section there are some spells that all have 1 minute+ casting time and usually expensive components.

But they're awesome. 150ft Obscuring Mist, 25 target Magic Missle, 60ft Fireball, 100ft by 20ft lightning bolt, 100ft Orb of Fire, 500 creature Blur, Summon Monster II (25 TIMES CASTER LEVEL amount of creatures, Mount (25 TIMES CASTER LEVEL amount), summon a 'Cheap Keep' from Strongholder's Guide.

that is not a bardiche. that is a bearded axe sized for a medium human.  it only looks like a polearm because a small sized creature is using it.

Here's another small fun find: Anima Mage 10 lets you cast a spell 1/day as an immediate action, stilled and silent.  So the obvious thing to do is to find spells with long casting times and apply it to that.  I like the idea of an instantaneous Control Weather, but another useful spell might be Distill Joy from the BoED, with a casting time of 24 hours.  Every day, gain a tiny bit of free crafting experience for one split-second's action.
