Lowest level templates for extraordinary flight?

I know of Dragonborn (0 LA, Races of the Dragon 10), and White Dragonspawn (1 LA, Dragonlance Campaign Setting 222).

I also know of the more expensive Winged Creature (2 LA, Savage Species 138) and Half-Dragon (3 LA, wings are for Large and larger creatures only).

Speaking of which:
Don't even need TO for this.  Any decent Hood build, especially one with Celerity, one-rounds [Azathoth, the most powerful greater deity from d20 Cthulu].
Does it bug anyone else that we've reached the point where characters who can obliterate a greater deity in one round are considered "decent?"

It's cheesy as heck, but the online divine minion template (+1 LA) can give you flight if you choose one of the 4 deities that grants you Hawk wildshape.  It's (Su) but at-will as a free action for 11 hours/use.

Wings (Ex): a half-fey grows insectlike wings (usually similar to those of a butterfly) and may use them to fly at up to twice her base land speed with good maneuverability.

Not a template, but the raptoran race gets wings for no LA or HD.

The tier system in a nutshell:

I am constantly amazed by how many DM's ban Tomb of Battle.  The book doesn't even exist!

Side note: The North American Badger has been known to work with coyotes when hunting.

I believe you mean mephlings.

And it's a bit of a mixed bag.  10' is a low speed, but you have perfect manueveribility, so you're only a feat away from 40' perfect.

As a flaw, might I suggest slow?  Who needs a land speed?

Prerequisite

Exposure to alter self spell.
Benefit

Choose one specific form that you've turned yourself into with the alter self spell. Once per day, you can use alter self as a spell-like ability to turn yourself into this form for 1 minute.
Special

You can gain Momentary Alteration multiple times. Each time you take the feat, you can either extend the duration of an already chosen alternate form by 1 minute or choose another specific form from among those you've experienced after casting alter self on yourself.
A Focused specialist transmuter wizard should have 3 2nd level spells to cast and 1 2nd level spell known(via precocious apprentice), so that's actually 150 minutes of adventuring.

If said wizard has at least 14 INT, that's 200 minutes.

So...a neraph wizard // warblade with iron will, reserves of strength, precocious apprentice as feats and spellgifted(transmutation) as trait could use alter self to assume the form of a Dwarf ancestor, gaining large size and +18 NA.
