no. It was an error that it was left out of the 3.0 to 3.5 upgraded DMG. THis was explained in a FAQ or Errata.

As it turns out, they did   And as a result, I'm now contemplating rebuilding Fred Astaire yet again to see if I can work a Spellthief level in while getting dual arcane 9's.

And where is the Cust. service answer that says they dont? My google foo is failing me.

The spell OPEN LEAST CHAKRA from the same book says

"A creature benefi ting from this
spell can bind a soulmeld or magic item
to his opened chakra just as if he had
gained the ability to form a chakra bind
FROM A FEAT or class feature."

I've been reading the Totemist handbook and i'm really just confused how Cust. Serv. could have given such an answer.....

Well... improved familiar (pseudodragon) kind of works.

Alter Self/Polymorph/whatever + Metamorphic Transfer (if you happen to be psionic ) could also work. It requires manifester level 5, though.
