Isn't the Avenger more or less a Rogue/Paladin hybrid type?  You could start from there and work out the fine details later.

A lot of that sounds like Swordsage, to be honest.  It's not single target or anything, but Swordsages are Dex/Wis based and you could use Shadow Hand manuevers to get the "kill the target" thing going.

Swordsage also has access to the Shadow Hand teleports which would fit with the 4E Avengers many teleport powers.

Yeah, the more I think of it the Swordsage can get a lot of the flavor of 4E Avengers. 

On striking... No you don't roll twice on the target but you can use Emerald Razor to make a melee touch attack instead for more awesome chance to strike (or power attack fun)

There are other thematic strikes too as I could see the Concentration based strikes fitting flavorfully.

And there is no doubt that there is lots of utility and mobility options with the swordsage that fit thematically.

So as JaronK says, take a look and have your buddy take a look and see what they think.

Wilder fits the beginner role, in that it has the fewest choices available.
Divine can be had via Favor of the Martyr spell a.k.a. Favored of Ilmater, a 4th level "spell" converted, and with Sanctified Mind PrC.
Wilder 13 / Sanc Mind 6 and various exp burns along the way from making items (like any good 4e-er).
Check out the Mind's Eye at Wizards.com with the updates to Wilder.
Educated Wilder is mandatory.
Mantled Wilder can get any power via Substitute Powers from Ardent's update, and a liberal rules interpretation.

Lots of bonuses are available on the psi list.
Specializing in them alone is kinda weak, but still vaguely do-able.
Wilders need some of the fix-it feats that undo it's simple weakness, then it keeps up on the spells powercurve.
Int keeps up skills and social stuff.
Wis helps listen/spot and some feat qualifying.
