I meant as something a player would want to use. Steel Dragon has all sorts of gish stuff it can use and splat support for dragons is fairly good and pixie has amazing stats bonus, natural flight, greater invisibility that is always on, 2 bonus feats (one you might get anyways for some builds, the other is handy for requirements) and some nice SLAs.
Your question is terribly written/misleading, then. You said you wanted the highest ECL that is playable. If what you're actually asking about is things with an ECL within a certain range (say 5 to 15), you should ask that instead.

Practical was the key word, a 16 hd race didn't really strike me as something that could compete with a PC class and extra levels.

Now I learn that it casts as a 17th level wizard with a crazy int mod though, I take it back, someone could actually play that.

Racial HD don't count towards buying off LA.

That's right.  It's a +10 mod due to +20 to the stat.  I just remembered +10 somewhere in there.

Valkyrie, Tome of Battle, 11hd + 5 LA = 16 ECL.

Similarly, a Sharn has four hit dice, and five LA.  It only casts as a sixth level sorcerer and favored soul, which normally would suck, but it has so many goodies on top that it actually makes up for being three caster levels and five hit dice behind.

Regeneration/lawful adds a ton to survivability, after all.

LA +2 can be bought off.

2 HD Racial with LA +1 can be bought off by level 20, but just barely. This is getting close to 2 of Caelic's Commandments.

LA +3 can buy off 2 of the LA's by level 20.

LA +4 can buy off <2 of the LA's by level 20.

LA +5 can buy off 1 of the LA's by level 20.

I haven't run the numbers on Racial HD with LA's at 3 or above, so those are iffy.

What do you want : Top End Casting ... or ... that really special LA+3 level ?

Two-Headed Template is 2hd LA+2. You get the Superior 2-weapon fighting thingy.
It's GOT to be worth it, but it hasn't been built.
And it could be a gish, probably Ardent or Ur-Priest would work.

Umm, what?  LA+3 and lower can be bought off by level 20, assuming no racial HD.  LA+1 only requires 3 class levels, so you can have up to 16 Racial HD, LA+1, and still be able to buy it off by level 20.
I am constantly amazed by how many DM's ban Tomb of Battle.  The book doesn't even exist!

According to the PGtF web enhancement, silveraith is LA +8. No changes to attack bonus, saves, or skill points; add darkvision 60' to special qualities.
