I know I saw it somewhere, but you think I could find it now? No.

A little while back, I was reading somewhere in a book (whether as an item description, something a character was able to do, or a rule for items like that) about how a cloak gave a bonus to a character. I think it was like +2 to concealing a weapon and +1 to AC because you were whipping it around and your attacker couldn't see past it. It might have even been a class's special ability at some point. I wish I remembered, but I would like to know more about this, if anyone's got knowledge on it.

It's a tactical feat.

It's in one of the complete books.

Perhaps the Raptor School feat from Complete Warrior? The tactical option in question is basically a chance to feint using your BaB instead of your Bluff skill modifier, so it's not that great. I mean, if you're feinting (cough cough Invisible Blade cough) you probably have ranks in Bluff, and even if you don't, there are better ways to catch someone flat-footed.

From the looks of it, that seems pretty close to what I thought it was. I'm going to be taking it for my Swashbuckler/Duelist who can't use shields.

It's from Dragon 335 p 77, and it gives +1 shield AC, -1 armour penalty, 10% arcane spell failure, and can be used a light weapon to make disarm checks at +2.

That is a shield though, and thus your character won't be able to use it.
My work
The tier system in a nutshell:

Gnome Battle Cloak, from Races of Stone, is an exotic 'shield' (i.e. you need a feat to be proficient in it) which gives you a +1 shield bonus, no penalties, and a +4 to disarming opponents with it if you're proficient.

Actually it isn't a shield. It says "Grants a Shield bonus to AC, even though it requires Light Armor Proficiency. If you proficient with light armor, you are proficient with a dueling cloak." The downside is that while masterwork versions can be created, they can't be upgraded with shield bonuses. They have to be Craft Wondrous Item bonuses.

What happens if you aren't proficient? You take the ACP to attacks (as normal), or you can't benefit from the shield bonus? I seem to remember it was the latter...

Edit: Yep... too bad... Was gonna nab one of these for a character. :P
