I go on Deviant Art and play around, usually.  Then I photoshop the pictures as needed.

I search the web on sights like Deviant Art or use HeroMachine.
I can also request Character Art on the site I play on in a thread dedicated for such. A lot of dedicated artist there with talent.
And you could always commission art from a artist, though there will usually be fees attached.
Or you could be ghetto and open up Photoshop, pull apart things from other images, paste together in a reasonable/semi-reasonable fashion, and create Character Art from that.

I find myself making characters based on pictures I see rather then making them and then attempting to procure a picture similar in likeness, so I usually don't need to find a picture for my characters.

I usually look around in my folders for stuff I may already have or draw inspiration from pictures in the first place (like with my 4e ranger or an Eberron Warblade I've built but not yet played). Other times, I make a character and base his looks on a picture that I think fits instead. For female characters, I usually look around on /c/. When browsing images out of boredom, I also often save art that I think would make for a cool or funny character portrait.
Art in D&D books can also make for good character portraits.

I usually find my pictures online (usually deviantART, but I check other places too).  My most recent character I'm actually comissioning a friend of mine who's a professional artist to draw.  She's glad it's a D&D piece for a change.

I can't draw to save my life.
I am constantly amazed by how many DM's ban Tomb of Battle.  The book doesn't even exist!

I hoard stuff I see about the interwebz, saving stuff to my hard drive if I like it.  DeviantART is one source.  In a pinch, 4chan can be handy, so long as you can make your SAN checks.  I get a lot of stuff from various forums.

I remember a picture, I think maybe from an online comic, of a party of adventurers that included a pixie and a big bald warrior dude. I remember a dialogue between them that was pretty funny, also. Now I can't find it for the life of me, and that's about all I remember. I know it's not much to go on, but does anyone remember anything like this?

Google image and the Wizard's art archives. Then I spruce it up (read: change colors) in photoshop.
