It's a pretty well-written feat, cheese potential aside. Notice how he balances it with the Con requirement, so Elves can't take it until lategame at best, when the benefit of superfluous pointy ears has decreased.

It's in Spell Compendium, and if you haven't read it, prepare for a "WTF?"

I don't employ memes. Mass-produced ammunition, even from reputable manufacturers, tends to malfunction on occasion.

Only if you're using the Optional trope rules.

Those thinsg are as broken as action points to start with.
