QUICK to the batputer

i figure that the best place to find ideas is in a forum

i am thinking of going in to legacy champion to advance my incarnate/sorc/soulcaster

 i need some random ideas for my dm to build the legacy weapon around

I'm a little confused on this point. Are you looking for abilities for the weapon, or something else?

just brainstorming he makes up his own abilities i am just looking for people far more inventive than me to throw some cool concepts

You could have a metamagic focused legacy item to help your sorcerer casting.

Well, most legacy weapon abilities are not that great, to be honest. As a caster, you might like the various metamagic options, but one of the things to be sure to grab is Cunning. You are never flat-footed. Ever.

the being who is to receive the item is all about being a speedy bastard and relying on a few buff spells and then basically adopting to the flow of things on the battlefield

through the clever use of incarnum and the epicness that is polymorph i as a level 13 last game was able to out grapple a Huge demon with big ole mouth pincers from the fiend folio last turn and keep it pinned down via the use of celerity and greater dispel magic to counter its SLA's

if that helps as a description to my guy then yay

Perhaps something that mimics the abilities of the swiftblade PrC?

Going in that vein, perhaps as a greater power (probably two synergistic ones, actually), constant haste effect with the Perpetual Options class feature of the Swiftblade?  That would give you constant 3.0-grade haste, and given that you should have snagged Cunning, the ability to bring it to bear at all times.  Also, if you can integrate other magical items into it, give it the relic power of a Tome of Ancient Lore, for infinite (well...all) arcane spells known.
