Mundane equipment: generally yes, but ask.

artifacts: no.

By chance could i make the fiendish graft strong leg into an arm, and how about that pesky will save every day, its only a dc 15 (good chars take 1d3 wis damage, nonevil char preform an evil act) and i have a save of 17, can we ignore it?  :D

You can ignore the save.

for what reason exactly do you want to make it into an arm?. generally, i think this would fall under Item creation rules, which dictates +20% price for a different slot.

A player once asked me if there was any way to make a Tarrasque more evil... 3 sessions later he was stoned with D20s as the PC led an exidus out of the path of a Dire Tarrasque of Legendary Wonder.

I am going on vacation tomorrow (danish time, which means very soon).
I will be absent for one week.
