By chance could i make the fiendish graft strong leg into an arm, and how about that pesky will save every day, its only a dc 15 (good chars take 1d3 wis damage, nonevil char preform an evil act) and i have a save of 17, can we ignore it?

for what reason exactly do you want to make it into an arm?. generally, i think this would fall under Item creation rules, which dictates +20% price for a different slot.
