A246: Yes. Bloodlines have no non-fluff restrictions. Indeed custom bloodlines are encouraged in the mechanics.

By RAW, you could only make one "this round". Taking into account the RAI of persistent spell, it would be possible to do one check a day. But everything else is DM fiat, or "private rules correction". So, I'd say no, but a DM may allow it. If I allowed persistent spell shenanigans, I would allow this, too.

Q248:After the whole "build your namesake" thread, I've been looking at various fungi and plant creatures. Could someone show me a really badass plant/fungus? By plant, I don't mean a woodling or any creature like that. I want a creature that makes people go "WTF, that's a pretty big pla-OMG IT'S RAPEING(sp?) ME!" and cool shit like that. Any monster ideas?(doesn't matter if it's playable or not)

mix together that mind controlling plant from Fiend Folio, black pudding, and strangler vines, you got a strong, pure plant/fungus encounter...

Retraining shenanigans would have to be in order, as well as at least quite a few feats at first level (Magical Training/Eldritch Corruption to cover the casting side, and the binding feats to cover the binder side). You should theoretically be able to qualify for it by first level, no class levels at all, by taking three flaws, human and retraining. Skill requirements should be trivial past that.
