Need help with spell-imbuing type NPC.

Hey y'all.

I'm DMing a campaign in a setting of my own design where magic has been around since its inception (and civilization has been about for 3000 years) so it looks a lot like a magically futuristic world.

I want to introduce a specific NPC to this campaign, which is based off my character in SMT online. Basically, she has guns, and she shoots magic bullets which produce status effects.

Unfortunately, I have no clue which classes to use for this. I also don't want to make her too high a level - the players would feel much too uncomfortable about it. On the plus side, I don't have to ask DM permission for anything. And pretty much all books are on the table.

So, what do you figure are my best choices?

Wasn't there a way in Magic of Faerun to make a self-loading hand crossbow that fired force bolts that only dealt one point of damage, but then stunned someone on a failed save?  That's my first thought, though i might be misremembering it.

I would probably model something after the arcane archer and perhaps use a variant that lets you assign weapon enchants to the bullets rather than just a "+".

Spell Storing weapons, maybe? I dunno if they enchant arrows with that quality, but if so, just load up on spell storing bullets.

This sounds like a great start. I forgot to mention, this character is operating in the Wish economy. Therefore, anything under 30.000 GP is basically free.

I would probably model something after the arcane archer and perhaps use a variant that lets you assign weapon enchants to the bullets rather than just a "+".

I'd like to avoid reworking a PrC if possible. I want to make this NPC by the rules, so while I DO have some leeway, I want to make her start off doing things that the PCs also can.

Enchanted Etherblades(FF).  50 shots until they're just glaives, but nonmagical ranged touch force damage is fun.  Load up your rayguns with different status inducing effects/augment crystalds, and get ready to roll.

Or you could just reflavor a spellwarp sniper.  Material components for everything are canisters, and he can only make a few magic bullets a day.

This character is a gish by definition; it's definitely not impossible, especially given her debuffing nature.

And you could always go with some sort of item with animate dead and haunt shift a few times/day.  Make the bullets out of onyx for added style.  Shoot something in the eye, then reanimate it later.

Alchemist's Fire? That's no simple gun; it's an incendiary rocket launcher.

I have this image of a character assembling a sniper rifle from an etherblade with a wand chamber, a wand, a weapon augment crystal and one of those dragonshards which override weapon enhancements. :D

Tier 2: Someone with teleportation, mind control, time manipulation, intangibility, the ability to turn into an exact duplicate of anything, or the ability to see into the future with perfect accuracy.

Artificer then? Dual Wand Wielder feat, or a rod of many wands for the automatic weapons.

There may be normal guns, and they may indeed fire bullets and have good stats, but you want to be able to launch about any single magical effect ever. She'd need to be a caster and prepare all her "bullets" beforehand, though.

Glyph Seals are in MIC.
You can also find all sorts of other things to launch. Bloodspikes in Magic of Eberron, Acid Vials, basically every single alchemical item ever.

Hence why the spell storing ammo sounds like a good idea: the gun is normal (as normal as it gets), it's her magic that powers the blowing up of people and structures.
