Ok, I'm going with a Family Guardian, of Either Tenocha or Atlantean, depending on if you give Atlanteans Family Guardian or not.

A player once asked me if there was any way to make a Tarrasque more evil... 3 sessions later he was stoned with D20s as the PC led an exidus out of the path of a Dire Tarrasque of Legendary Wonder.

Both have family guardians. Atlanteans turn into an aquatic animal, Tenochca a S.American animal. :)

...Interesting. Evolved, or born? There are devices that register mutated DNA which you'll trigger that could give you away. Just a thought.

Probably some sort of Atlantean Sea Serpent Family Guardian. Probably with Growth. Still small and Cautious though, as he would prefer to avoid using his shifting. Probably Outsider for his last Minor, translating into Luck and Great Luck.

Apparently, via tracking chip. All Born Meta have them, and Evolved Meta either have them or are fugitives.

UN scientists developed a radar-gun like tool that can detect mutated DNA.  It's since been updated to also scan for the chip, so the law gets a green light (and expects your cooperation) if you have the chip, and an alarm goes off for them if you don't.

In the instance where something paranormal occurs and the people involved haven't turned into an animal, set off the gun, or proven themselves to be vampires, police officers are usually dumbfounded. Major cities tend to have a sensitive-detective to help in issues like this, but that's a relatively new practice for most countries.

Nope. If it was based on electromagnetic waves, it'd register everyone, since all people emit them.  By radar-gun like tool, I meant its shape and ease of use.  It's definitely a tool to scan for mutation in DNA. As for how it does that from a distance, well this is a fiction game, so I'll just go with, some scientist came up with it. If it makes you feel better to think it's based off of EM, go for it. :P
