Half-Dragon* Strongheart Halfling ?

*there's an article online that has the Half-Dragon template class and lets you take only one level (so only 1 LA) if you want - it nets you +2 Int and minor goodies.

Otherwise... Draconic Fire Elf ? Dark Lesser Tiefling ?

Forgotten Realms, Deep Imaskari (Underdark) always seems to be overlooked. Qualifies for Otherworldly for outsider shenanigans as well.

Half gem dragon mindflayer, free psionics...
A player once asked me if there was any way to make a Tarrasque more evil... 3 sessions later he was stoned with D20s as the PC led an exidus out of the path of a Dire Tarrasque of Legendary Wonder.

Is your endpoint being a lich, or do you just want to be undead? A necropolitan (Libris Mortis) offers all the undead "benefits" without any LA, although there is an XP expenditure. Also, as loathe as I am to jump on the kobold bandwagon, a dragonwrought kobold could also qualify for dracolich (Draconomicon).

Deep Imaskari wouldn't be too bad, assuming you get mental traits.
Witty sayings? Nah, not right now. Currently playing Dwarf Fortress and League of Legends. I really recommend League of Legends.

Are you planning to use the lich template class?

Because I love the combination of template classes and LA buyoff.  Omnomnom.

This :D

It's hella cheesy, but if your DM allows it, go for it. Don't forget to take Item Familiar to offset the XP-loss in case the 'XP is a river' concept doesn't provide enough of a buffer :)

Well, I've decided I want him to be a vecna blooded changling to add to the immortality of the lich. just try to find my lair far underground when I'm immune to divination and teleport in and out.

Dude, you don't have to be vecna-blooded for that sort of thing.  Immunity to divination is what wondrous architecture is for.
