His character is a Cleric Battle Sorcerer Mystic Theurge

What would be the best way to get the most out of the first halfling substitution level from RotW. It grants skirmish instead of flurry of blows. I need to know to help one of my friends characters.

When my player read it to me thats not how he explained it he said it got a bonus on all levels of like 2 hp and every sorcerer level it was like 2 times sorcerer level

I think I can see where the misinterpretation is coming from. The player thinks that he gains an extra 2 hit points at each level and in addition to that he gains more additional hit points equal to 2 times his sorcerer level. So he would get 4 for each sorcerer level. This is not how it is supposed to work based of the example given. The based off the example and the way it is worded he only gains two extra hit points for each sorcerer level.

Well, given that skirmish's "activation requirement" is fairly simple (move at least ten feet) and that it applies to all your attacks after that, Pounce is a great option (several ways to get it). If OA rules are in use, a DC 40 Tumble check allows you to move 10 feet as a 5-foot-step, allowing you to skirmish + full attack. In general, anything that allows you to move the prerequisite distance and get more attacks iff us a good choice, as are options that activate on a charge.

I'm fairly sure there's an item that allows teleportation as a swift action, but it's expensive and only works X times per day.

Anklet of Translocation allows exactly 10 ft. of teleportation as a swift action. It's only 2/day, but pretty cheap (1.4k).

A192: Cyran Gliding Boots (http://www.wizards.com/default.asp?x=dnd/cw/20061120a) make your 5-foot steps into 10-foot steps. Press the Advantage (ToB, level 5 stance) lets you take two 5-foot steps. Someone with a level in monk and 30k gold can spend four weeks can train with a Sparring Dummy of the Masters (A&EG) and turn all of his 5-foot steps into 10-foot steps. Robilar's Gambit and Evasive Reflexes can let you make a 5-foot step when attacked at the cost of an Attack of Opportunity. Elocater 7 (XPH) allows for another 5-foot step when you don't use any other movement in the round.

A193: AFAIK those are the only 2 ways to pull that of...

EDIT: IIRC there is an item in the MIC, forgot the name though, that lets you move either your speed or half your speed as a Swift action a certain number of times per day...

couldn't he combine 2 of those listed above to take 2 10' steps?  The stance and either the boots or sparing dummy would work if he can get the IL for it.
Clerics and Druids are like the 4 and 2 in 42. Together they are the answer to the ultimate question in D&D.

The target is "one psionic creature". I don't see why you couldn't target yourself...

You can make a recharge set up using magic of incarnum with midnight augmentation and psicarum infusion but it is feat intensive and may not even work at lower levels.
