The paragon template from the epic level handbook seems to fit the bill. It can be found on the SRD here http://www.d20srd.org/srd/epic/monsters/paragonCreature.htm. It may be more powerful then you want however, and a +15 lvl adjustment is a pain. It would work well with gestalt character creation and would make a good template for a superhero. 

I think the Paragon Template may bump Steve Rogers up to Superman levels, which may cause some concern.

Further +15 is just unacceptable from a optimization perspective. period. 3 is pushing it.
Maybe something simple like the spell warped template?
Or maybe some subrace of human?

Something that high would work for gestalt I think, especially with a class that is normally MAD. However for a normal game it is not possible to take as was said.
