Is that the correct quote?

Because I believe Carl Panzram, the American serial killer,
had a similar quote, which was;

"I wish the whole human race had one neck that I had my hands on."
Also, he has been quoted as saying;
"I wish the whole human race hand one neck and I had my hands around it."
