onlyCan a Dragonfire Adept (DM 24) use his breath weapon while in a grapple?
A: Page 60 of the Rules Compendium outlines a series of maneuvers that can be used while you are in a grapple. Unfortunately, using a supernatural attack is not one of them. Some Dungeon Masters might allow you to use your breath weapon in the same way you would cast a spell while in a grapple, but you will need to check with your DM to see how they want to handle it.

Q: My assassin has been grappled by a monster. Can he use his hide in plain sight ability to hide in the shadow of that monster and get away?
A: The rules for grapple include a specific list of actions that you can take while grappled. Unfortunately, none of those actions allow you to hide.

Q: Can a martial adept (ToB) initiate a maneuver or change a stance while grappling

It's a load of BS, that's what it is. Just like other things from the so called Rules Compendium, like AMF not blocking LoE.

About other cases, yeah it's DM fiat territory regarded Su abilities.  Sp and Ex are even muddier.  All depends on how narrowly your DM wants to read it.  YMMV

About speaking while grappling: DMG 2 specifically mentions that you have to have pinned the grapple victim in order to keep them from speaking, or designate that you are covering the target's mouth to prevent them from talking while grappled. It also mentions that telepathy is not blocked by being grappled or pinned, but trying to use it is a bit annoying.

It's a load of BS, that's what it is. Just like other things from the so called Rules Compendium, like AMF not blocking LoE.

Not everything in the Rules Compendium is crap. It did give us the ruling that says DR is Su if it requires an alignment or enhancement bonus to bypass (other types, such as /- and /material, are Ex). It does have some useful things aside from the caster nerfs.

Gotta echo Phaedrus, that LoE rule makes mages even more uncontrollable and the Rule Compendium blows.
It forgot obvious stuff, like adding elementals to the list of creatures that are immune to precision damage.

Also grappling blows... like hard. In order to make it even half-way viable or logical you are going to have to add some serious DM interpretation.

So, my answer to the question... unless they disable the shirt: yes
