Tiefling Fighter combo: does this work?

The basis to this trick is Lingering Wrath (Martial Power) + Ferocoius Rebuke (PHB). The wording seems a bit ambiguous; it's at least plausible that, once someone hit you, you could get the Infernal Wrath bonus and push one square each round. Add a polearm, and you can keep up a fairly decent battlefield control build. But the real power kicks in at paragon; add Polearm Gamble, Polearm Momentum and the Polearm Master paragon path. Against your Wrath target, you get to push them 2 squares and knock them prone every time you attack them for the entire encouner, as long as you keep attacking the same target each round. Oh, and if they try to close with you, you get an OA from Polearm Gamble.

So I have 2 questions:

1) Does this work?
2) Is this worth playing a Tiefling Fighter for, with no good stat or skill buffs?

The basis can work, but IMO go Tempest Technique instead.  The Wisdom needs for those Polearm feats is too much.  Multiclass Rogue and pick up Cunning Ambusher, putting your points into Strength (18) and Intelligence (15) to support the shtick, with leftovers going to Constitution (13).  Your Charisma (12) will be low, but that won't matter when you get CA or Hellfire Retribution.  Only way to go for your Paragon Path is Tiefling Warfiend.  Infernal Action will be that valuable, and the other stuff is still nifty.
