Jungle goblins have a climb speed, +2 racial Dex, and small size. I think they're almost the ideal race for this kind of strategy. The first line of their description is this, also: If monkeys were evil and could speak, they'd be a lot like jungle goblins.
How can you compete with that?
You'd have to drop the grappling stuff, though, since you'd lose a feat.

It's the grappling that I think makes this character though. I mean, it's not hard to make moderately effective archers (as far as archery is effective at all in a world that seems biased against it at every turn), but most effective archers can't do anything else. By throwing grapple into the mix, suddenly you've got the paper to everyone else's rock. For example...
Melee bruiser = prevent him from getting in range. Win.
Ranged fighter = Deflect Arrows. Win.
Caster = grapple and/or disrupt spellcasting. Win.
....now it's not that easy admittedly. Good bruisers may find ways to force melee (but some may fall victim to grapple), and good casters will try to avoid grapple/disruption, but at least you've got the right tool for the job. It's just a question of using that tool effectively.
In hindsight though, going Barbarian instead of Fighter for that first level would probably help a lot. Extra speed to outmaneuver, extra hp if things go rough, extra skillpoints so Int can be lowered, better class skills, and rage.... all for the cost of a feat.
