I don't like the Vow feats, especially VoP, which is banned. If you think you can maintain exalted status...

Strat, a little tip on handling VoP: In my games, I don't ban it... but the act of writing "Vow of Poverty" on your character sheet is considered an evil act and loses you all exalted feats, including the vow. ;)

  Strat, do you mean V of Peace, or Poverty? Because if I wanted to see if you'd allow a philosophically aligned Vow of Peace. Kinda like being a vegetarian  because it's bad for your health vs. valuing animal lives.

You mean the straight to -10 or the VoP ruling? For the former, it's basically just Refuge in Audacity to get around the Vow. For the latter, of course I alert my players to the fact before character creation, so it's essentially the same as banning VoP.

VoP is always Vow of Poverty, as far as I'm concerned. However, I still wouldn't recommend taking exalted feats, by and large.

Not that available. While there is plenty of magic in the world, most of it is not easy to access, and it doesn't come in the form of scrolls (or potions.other consumables)

Hmm. Maybe I'll go DFA instead, then. Would power Surge, from Dragon 313, page 57 (can get you a quote if needed) be allowed for qualifying for metabreath feats? In either case, I'll probably have a sheet up sometime soon.
