Organizations:

Chromosome 24 (C24)

Founded in 1984 as a division of the CIA, C24 is the CIA's department which utilizes mutants as field agents in both covert and overt operations. The organization is named for the fact that Homo mutans individuals have 24 Chromosomes instead of the 23 possessed by Homo sapiens. C24 uses it's agents in a number of different capacities, from espionage to assault to investigations. The head of C24 is Director Jonathan Regent, the first mutant appointed to a government position by the President.

Bureau of Mutant Affairs (BOMA)

Under the Mutant Rights Amendment, ratified in 1983, (which makes it the 27th amendment, and the ACTUAL 27th amendment the 28th amendment) Mutants are full citizens of the United States, and gain all the priviliges that go along with it.  BOMA is the independent lobbying group that pushed it through Congress. Not all countries have extended this right to mutants however, and BOMA works closely with IMAC to change this.

International Mutant Atrocities Committee (IMAC)

IMAC is an international organization created under the the 1991 IMAC Treaty which is charged with getting nations which don't exend mutants civil rights to do so.  They accomplish this through whatever means necessary, from bargaining to forced regime changes. IMAC employs mostly human soldiers and ambassadors, but uses mutants whos mutations aid them in battle in small strike teams. Most humans see this organization as too powerful, but mutants in general think of it as a crusading organization.

Crusading Warriors for Humanity

An outspoken anti-mutant movement.  they see mutants as a dangerous plague on society, and believe that they should be eliminated.

Devils Among Us

A radical religious movement, Devils Among Us view mutants as the offspring of demons and humans. They take credit for many of the acts of violence perpetrated against mutants. Their leader, Reverend Jeremiah Morton, is currently serving a life sentence for setting fire to a mutant, resulting in his death.

Mutant Genetic Condition Research Labs

The MGCRL is the premiere science facility on the planet for research into the mutant genome and the Mutant genetic condition. Based in upstate New York, it works very closely with various mutant organizations, inluding an intimate relationship with C24. There have been many rumors regarding the Lab, including that the MGCRL is close to discovering what caused the sudden jump in human evolution, that they are working on a way to artificially induce mutant DNA in regular humans, and even that they are secretly responsible for the mutants.
Many other countries are worried at the extend to which the MGCRL works with United States organizations, and feel that the U.S. may be keeping the research suppressed from the rest of the world.

New feat:

Increased Mutations
Prerequisite: one mutation
Benifit: a character taking this feat gians 6 Mutation points, as if she had taken mutation drawbacks whos MP equal 6
Normal: a character must take mutation drawbacks to gain MP.
Special: This feat can be taken more than once. It's effects are cumulative.
Special: this feat can only be taken at first level. (GMs may waive this requirement if suitable in-game circumstances exist.)

Pertinent Details of Dossier:
The facility has a dual layer electric fence, with barbed wire at the top.  There are 15 guard towers, each of which has two armed guards at all times, and a barracks for off duty guards. The facility itself is made of 6 inch thick concrete built in to the side of a cliff face.  Inside, every door is 3 inches of solid steel, and requires a keycard to open.  On the first floor, there is a room with rows of computer banks, and they go down six stories.  There is also a single elevator, which goes down eight stories to the main research floor.  This elevator is the only way to and from the research floor. The research floor is mostly offices and labs, where experiments are run.  Most of the ongoing experiments and inventions make use of the ETC-1 Object's technology to increase the abilities of our computing and tech capabilities, some labs work on the ETC-1 object itself, and some others are working on unrelated, yet equally classified projects.  (You aren't cleared for knowledge of the actual experiments going on, just that they're happening.) The ETC-1 object is kept on this floor, using state of the art security procedures to keep it secure.  Armed guards, cameras, laser tripwires, electrified floors, keycard access, auto locking doors, alarms, the works.

Discover the reason for the communications blackout
Restore Communications
Deal with any problems that have arisen as a result of the communications loss

It's technically a pay grade chart, so it doesn't compare which NCOs outrank which COs, but unless I specifically mention otherwise, assume that COs outrank NCOs.

Here's the map.

 Green are scientists, pink are guards, the red is destroyed walls, and the red blotch is where is it obvious that the explosion originated, though any fire was put out hours ago.  all of the walls are glass (like CSI), by the way.  the electrified floor and laser sensors have been turned off too.
