Should the Internet be considered a country in its own right?

The tier system in a nutshell:

Tier 5: An expert cartographer or a decent marksman.
Tier 4: An expert marksman.
Tier 3: An expert marksman, cartographer and chef who can tie strong knots and is trained in hostage negotiation or a marksman so good he can shoot down every bullet fired by a minigun while armed with a rusted single-shot pistol that veers to the left.
Tier 2: Someone with teleportation, mind control, time manipulation, intangibility, the ability to turn into an exact duplicate of anything, or the ability to see into the future with perfect accuracy.

I think that the internet should be a corporation, and we should be able to sue it to remove things, but the courtroom should take the form of an internet argument, with anyone allowed to jump in from any angle. It might eliminate some of the CP and bestiality. After years of arguing.

its more akin to the US / EU / UAE than it is it a traditional countrylike france / spain / brazil...

i think a better criteria for 'country' is the ability to defend its self and purse 'national' goals.

forums / games / social sites basically meet these criteria.

If I were a citizen of the Netnation would I have to have a green card to work in the US as a resident alien? Would Internet access be an inalienable right? Extradition charges? Netnation tax shelters? Representation in the UN (so we can lobby to abolish it)?

Already most of America's government's worth is owned by other nations in the form of debt. Is it that different for the Netnation's government to be dependant on servers and fat pipes?

Netnation's seal is Saint Isidore with a laptop, "Multum in parvo" written above his head, "Clamor undisonus" written below his feet.
