Let's see ...

[vile] feat - Obese (-2 dex, +2 con)

Epic Bag(s) of Holding , for all the goodies

Epic Climb checks

SDA - free action Alter Size , to fit in chimneys

SDA - super kobold non-trap springer movement , to get by all those booby trapped chimneys  :fo

needs infinite movement somehow.

RUDOLPH - is a polymorphed Beholder , otherwise how does he balance on roof-tops , and the Anti-Magic Eye is the RED nose.
{ ... so they can see through magic Fogs ... }

He's a seer/thrallherd. He knows when you are sleeping; he knows when you're awake. And why else would he have mind-slaves to do his bidding and make all of those toys?

Psi-Like Ability: temporal acceleration and compression (infinite duration on both) at will.

[edit] And rudolf isn't a beholder; he's Santa's psicrystal controlling an astral construct body. His nose is actually the psicrystal itself, which can sense anything within 40 ft, regardless of meteorological conditions.

Maybe he's also a Metamind, or has one as a Thrall, and abuses that + one of the tricks for infinite actions (Temporal Reiteration?).

Yeah, the elves ...
aren't they really Halflings with an identity crisis ?!

And he works them like slaves, and they like it.
Thrallherd, hands down.

Santa: epic seer 5/thrallherd 10/metamind 10?

He's far too intelligent to take metamind pre-epic.

Maybe that red suit of his is a psychoactive skin of compression that also allows him to survive at sub-freezing temperatures. Perhaps a skin of proteus?

He needs QuickDraw to eat all those cookies.

He needs Immune to Disease, to not get diabetes, from all those cookies.

Santa must be Chuck the Ruby Knight Windicator. How else can he visit every house in the world in one night?

...But are we including other planes of existence in his route?

He's clearly a Ruby Knight Vindicator.  Sorry, I meant a Christmas Night Package Distributor.  Footsteps of the Divine.

If he wanted to he could burn the world up in a fireball.  Instead, he's just that fast.

Nah, he's an ultimate magus.

Nothing can change my mind on this.

Tier 2: Someone with teleportation, mind control, time manipulation, intangibility, the ability to turn into an exact duplicate of anything, or the ability to see into the future with perfect accuracy.

If we are, then he's got some druid in there too.  Planar Wottzit.

Massive use of Time Stop and/or Greater Teleport to do the job on one (apparent) night.

Edit:
Greater Teleport is unecessary with enough Time Stops.  Plus we know he doesn't teleport.

If he gets an infinite temporal acceleration, he doesn't need Quickdraw. And he could simply use metamorphosis (or his skin of proteus) to turn into something immune to disease (or has an insane Con score) and he doesn't have to worry about sugar overload.

Dude he's clearly an Unseen Seer. How else would he know how to visit ONLY the nice kids, not to mention sneak in so efficiently and so quickly? He's gotta have Persistent Timestop/Haste. He's a Wizard/Rogue/Unseen Seer/Sacred Exorcist.

By the way: Timestop? Totally persistable. Even if Wizards says you can't.

Maybe he's a seer/diviner/cerebremancer/thrallherd/metamind. It's his simulacrums that help him get everywhere in one night.

He's an Army of One.

No, no  :fu
He visits the bad kids, too.
They just get a Lump of Coal, to keep warm all winter.
Sucks to be a southern hemisphere bad kid, with no reason to try to keep warm all summer and fall.

But this is more evidence for a Thrallherd.
All those Dwarves used to mine, all those lumps of coal ... wonder about their working conditions. Yes master.

Considering what the shopping centres look like, I'm convinced he's a Living Spell Symbol of Insanity.
