It's not that it got overlooked. It's just that it's not really a "trick", per-se. Anyone can use those Scrolls with a decent caster level result, or even sooner with UMD. It's just something you can do.

It's yet another use for the decent feat that is Arcane Mastery.

This is directly above the portion quoted originally. So you only get to the caster level part if the spell is the correct type, they have the spell on their list, and their stat is high enough. I actually missed that last part, but it's not as if it's hard to get Int 19 at low levels.

So here is the revised plan:

Make a Wizard. Ensure he has an Int of 16 or better, a Charisma of 10, and 2 cross class ranks in Use Magic Device. Also, he has Arcane Mastery and Scribe Scroll. He might have another feat if human, or with flaws. Whatever. It doesn't matter.
Get to level 2, with 1,650 gold. You should be about 40% of the way to level 3 at this point.
Purchase a scroll of Planar Binding.
Use it to get an Efreeti.
Offer it 23,000 gold to get 3 Wishes. As this is substantially higher than the usual going rate, it costs the Efreeti nothing, and it could not just do this itself it should be easy.
Wish for the following: Ring of Arcane Might, Ring of Arcane Might, 25,000 gold.
Give Efreeti 23,000 gold, it leaves.
Purchase another Planar Binding scroll for 1,650 gold.
Bind an Efreeti again. Make it the same offer.
This time, get a Bead of Karma, a +15 competence item to UMD, and 25,000 gold.
Pay the genie again.
Purchase another scroll. You should have 700 gold in your pocket.
Purchase a MW tool of UMD. Also, purchase a wand of Cure Minor Wounds.
Bind another Efreeti. This time you can make an even better deal. Two wishes for me one for you, standard agreement not to screw each other, whatever.
Wish for 50,000 gold (two wishes obviously) and give the genie what he wants.
Use the 50k to purchase whatever scrolls you want, including at least one Planar Binding scroll to continue the loop.
If your Intelligence is not at least 19 already, cycle a few wish loops until it is. It is possible to start with it that high after all.
Put on your Rings of Arcane Might if you have not done so already. Activate the Wand of Cure Minor Wounds via a DC 20 Use Magic Device check. You have 2 ranks, 2 circumstance, 15 competence = 19. You cannot fail this check.
Because you have just cast a divine spell, you understand how to use your Karma bead. Go ahead and do that.
For 10 minutes, your caster level is 8. With Arcane Mastery, this gives you an 18 on caster level checks. Therefore, you can now begin using Gate, Time Stop, and so forth whenever you want, using your Wish loops to get more cash if need be.

You may also want to Wish loop yourself up a lot more cash, +5 to all stats, and whatever else you want. You can also get 143 more Karma beads so you can be caster level 8th all day. It really doesn't matter, as you're second only to Pun-Pun at this point. Oh yeah, and you're still level 2.
