Yeah, but you think WotC would have learned to do better after 3.5e.
Oh, I think they have. In terms of "please finish these rules", my question is a comparatively minor detail compared to antimagic, wish/miracle or contingency. One sentence of clarification and it would be rock solid. So I reckon they've come a fair way - just not all the way.
They've come a long way in terms of game balance as well. Many of the game-breakingly broken things in the 3.5e core rules massively outstrips 4e core. We've found two or three anomalous combinations of conditions, and a few minor imbalances. All of the classes work even if they're not optimal. That's cause for a round of applause. Well, it would be if we weren't committed to perpetual grumbling.
