Factotum's Brains over Brawn

Simple question really, but I wasn't sure and it's a bit obscure.  Does the Factotum's Brains Over Brawn ability apply to initiative checks?  They're certainly dexterity based, but it seems a bit questionable.

For those who lack Dungeonscape:

yep. it's probably the best -passive- ability of the class.

Tiers explained in 8 sentences. With examples!
[spoiler]Tiers break down into who has spellcasting more than anything else due to spells being better than anything else in the game.
6: Skill based. Commoner, Expert, Samurai.
5: Mundane warrior. Barbarian, Fighter, Monk.
4: Partial casters. Adapt, Hexblade, Paladin, Ranger, Spelltheif.
3: Focused casters. Bard, Beguiler, Dread Necromancer, Martial Adapts, Warmage.
2: Full casters. Favored Soul, Psion, Sorcerer, Wu Jen.
1: Elitists. Artificer, Cleric, Druid, Wizard.
0: Gods. StP Erudite, Illthid Savant, Pun-Pun, Rocks fall & you die.

Well of course, i know of jones's work. To be honest i was going to get most of the ideas from that thread (of course with links to the original guide etc). But Jones seems to have abandoned that handbook and factotums are such an interesting class! Someone has to do a more in-depth version of that guide.

The question was one of technicality (it allows for dexterity checks and dexterity related skill checks, but it doesn't say dexterity based checks in general, so the question was which one it was).

And yes, the current Factotum handbook is horribly undercomplete.  I mean, feats aren't even complete.  I'd make one myself, but I keep getting distracted from it.
