I have an idea on homebrews: as high refs, we go through and look at submitted things. If the rules are clear enough that it can actually play and it isn't utterly stupid (re: Truenamer), it can enter. What we do is put (in red, like always) things that can be improved. See what I did just now in the waiting room for an example. Then after we outline flaws and state whether it's weak, strong, or on target, we say either "ready to accept" or "acceptance on condition x" where x is a minimum condition for actual playability (not hopelessly ambiguous, for instance), and if it's ready to accept, the creator (or poster, really) can either say to wait, or to add it in, accepting that no changes may be made after it is accepted into the arena without a formal withdrawal and re-submission.
