If it hits the heart, it only needs to be greater than 5 volts.

Ironically, you're more likely to survive greater shocks than lesser shocks, because a low voltage to the heart will cause difibrillation, while a greater one (not sure the exact threshold, I just assume all electric shocks are dangerous) will cause the chest muscles to seize up so tight the heart can't beat at all, preventing defibrillation. 

(I worked with 450 volt three phase equipment in my last job, they tried hard to drum electricity safety into our heads.  I've already forgotten most of it :p )

I've always heard it was current that mattered moreso than voltage, in terms of the danger.  (Of course, I could be remembering it totally backwards, as I never even needed to learn electrical safety for anything.  Now, radiation safety on the other hand... hint, don't prank radiation badges, people do come looking for the body).

Well, if you have a 1A current source, the voltage is totally dependent on resistance as V=IR. Air has a resistance of about 30,000 Ohms per cm. Think about that for a second ;)

Well, if you're the only thing making the loop, then yeah, your bodies resistance sets the current.  However, generally you're a minor part of a larger loop.  Ie, a high voltage fence isn't usually going to kill you, because the current in the fence is really low (and your touching it won't significantly change the resistance of the loop, thus not significantly altering the current).  Which isn't to say you should go around touching electric fences, but you're at least likely to survive doing so should it happen by accident.

Amperage does matter more than voltage if you are wanting to kill someone.
Low amp but high (200+) voltage is used for cattle fencing and tasers use 800,000+ volts. Yeah, I typed in 800,000. I poked around on the net and check this thing out: http://www.defenseproducts101.com/cellphone.html

Back on topic:

I say in the case of half-dragons, the gestation is whatever fits the mother's species.

If the mother is a humanoid, then the birth is live.  If the mother is a dragon, then the half-dragon hatches from an egg.

From a scientific standpoint, it doesn't make a damn lick of sense, I concede that point.  However, I'm going with that because half-dragon/half-humans are HAWT!   :D

not all half dragons are created equal..

in the case of the half dragon / half human. both the dragon female and the human female have eggs. either live birth or egg laying is an option if the mother is human. if the mother is a dragon it pretty much needs to be an eggs since she has not way to hook up an umbilical cord.. if simply getting lucky with a human male is enough to magically grow a uterus then gay dudes are in trouble..

They're only the same species as science in the real world defines them, and as we know, science in the real world breaks down when applied to D&D in many scenarios.

The Frankenstein's Monster mode of creation flies in the face of all of the existing "descriptions" for how half-dragons come to be.  They say that a dragon "mates" with another creature, not that a dragon creates an abomination to life and science with another creature... :lol

Yes, its really easy to write that, because what the writer wants is dragon/human hybrids.  The problems are legion.

Dragons have cloaca.  How the hell do they mate with humans?
who says? just because the red dragon's junk isn't hanging out in the MM doesn't mean it's got a cloaca, any more than the lack of pegasus junk gives them cloaca, it merely means the artist didn't feel like being realistic enough for the book to require a mature warning.

You still take damage for "dodging" a lightening bolt, which to me implies "dodging" is more abstract than jumping out of the way.
