Q 29: Does the bonus damage from White Raven maneuvers also apply to a Battle Jump?  I.e. can I turn that +35 to damage on a charge into a +165 with a Valorous Lance of Vaulting and a Dive Attack as a Dragonborn?

A 29: Somewhere in ToB it states that the bonus damage from maneuvers is never multiplied on a critical.

Edit: I just realized you weren't asking about criticals.  My guess is still no.  It may specify that the damage is never multiplied; even if it specified crits, many DM's would nerf it.

A20: Dragonmarked Sorcerer, I suppose. Notice that it only adds SORCERER spells to your spells known, so while it's a nice boost for a Sorcerer, it's not giving you anything you can't otherwise get.

I really do wonder if you can use it to qualify to feats that require a Syberis Mark, eventually. That would be VERY handy, for things like Mark of Stars, Mark of the Dauntless, etc.

Well... the Heir of Syberis PrC only requires you do not have the Least/Lesser/Greater/Aberrant Dragonmark feats, which Dragonmarked Sorcerer disqualifies you from anyway. So technically, you could qualify for it even with the feat, though I'd fully expect a DM who knows his lore to veto that.

The level 1 Tiger Claw stance Hunter's Sense gives you the scent ability.  Use a martial scroll for 50 GP, or (if you meet the pre-req) use the wondrous item of it.

A pelt of animal senses (Arms and Equipment Guide) gives continuous scent for 30,080 gp.  A tracker mask (Races of Eberron) give scent for 18,000 gp, but is a warforged component. 

A gem of enhanced scent (Dragon 308, p33) doesn't give scent, but improves the range of existing scent by 100 feet for 2,000 gp.

DD as a spell has no somatic components, so no reason why DD as a SLA would have any.

BEFORE level 15/16 is... tricky. Basically, you'd need early entry into Nar Demonbinder and Ur-Priest (both offer their own spell progressions, so you can use them as a base and go into Mystic Theurge with a little trickery such as Eldritch Corruption, Sanctum Spell to qualify for MT earlier). It should be doable by around level 4 (though I'm not up to snuff on the prereqs of Nar Demonbinder so don't take my word for it.

A25:  Dragonwrought Kobold will get you there.  Lore Drake + Greater Draconic Rite of Passage gives you three spellcasting levels ahead of normal, so a basic Sorcerer 6/Ur Priest 1/Mystic Theurge 9 (note: you'll need to PrC that Sorcerer level into something else to get the necessary Ur Priest saves, and you'll need a Sanctum Spell or Earth Spell trick to qualify for MT at UP 1) would give you 9th level Cleric spells at 15th level and 9th level Sorcerer spells at 16th.

An easy way to get your saves up as needed would be to use the Dragonblood prerequisite trick to take the Dragonborn Sorcerer 7 ACF at level 2, giving you a Fort Save of +2 at level 2 and a Will save of 5 at the same... in addition to a BAB of +3.  From there any PrC that gives good Fort saves would finish the job (you probably also want more skill points).  You did say dubious or not, after all.
