Wispy was a somewhat strange Will-o-Wisp, even by their (aberrant) standards. His species are tricksters by any standards, luring travelers to their deaths, but Wispy took a different approach. He reasoned that if they were going to die, why stretch it out? Those travelers that he chose to prey upon found themselves suddenly shocked by his natural electric abilities, and killed. That was his first heresy against his people. The other was instead of giving the dead flesh to the swamp, and to He Who Lurks Beneath It, Wispy actually ate it. This habit led him to reject the herbivore diet of the rest of his clan, and as a result, he was banished. He wandered for some time, sampling many varieties of flesh. And he began to develop new powers, as the flesh diet changed his body and augmented his natural magic with a different kind (The fact that he preferred magic-using bodies may also have had something to do with it, as well as their tendency to have fiendish guards).
Eventually, he ran across a group of forces working for an obscure Lich in the north. They were able to stop him easily, but his powers, unusual for a Will-o-Wisp, convinced them to cage him, and bring him to their Lord. Intrigued by the change that such a diet could bring about in him, the Lich retained Wispy as an ongoing project, giving him to opportunity to develop his abilities in exchange for his service. Since that meant he got a steady supply of flesh to consume, he had absolutely no problem with this arrangement.
