Converting standard to swift is probably fine. It is move to swift that I think most have reservations about. As if conjurer master specialists needed more boosting...

I have given up on this a long time ago...

The best explanation I can think of; Casting a swift spell uses up a different part of your brain than casting a standard action spell... nah, the more I read it the less i believe it myself  ???

I compared the two because I can't imagine anyone using a Shocking Grasp unless it's either a Duskblade with his Arcane Channeling ability, or anyone with a Spell Storing weapon wanting a cheap damage/accuracy boost. Blade of Blood is more flexible, but is also available to Duskblades.

Doesn't Swift Fly last 1 round? What purpose would casting it twice in the same round serve?

It's a very poor copy paste edit that doesn't actually interact properly with psionics as a system. Take the magical Arti and change the names on things, rather than read the XPH, and you get the Psarti.

Unlike 4e, 3e has no known mechanic for converting move actions to extra swift actions, nor would I recommend it, considering how it allows spellcasters to cast up to 3 spells/round, or martial adepts to use 2 boosts in addition to a standard action strike in the same round.

+1  Allowing a swift to be done as a move causes too many problems with game balance.  Disallow for the sake of sanity.

EDIT:
Allowing a spell that is normally a swift action (but not one that is quickened) to be cast as a standard action may be okay, provided it's not abused (I can't think of a way to abuse it of the top of my head.)

Are there any hard limits on how many times a creature may be affected by an ability at any one time.

For example, an air elemental has a move speed of 100ft. Could it change into whirlwind form, then move back and forth 10 times, thus dealing whirlwind damage 10 times to a single PC each round?
