A54: UMD works wonders. UMD a Divine Staff (w/e their called, Complete Champion) into thinking Spike Growth is on your spell list allowing you to cast it up to three times per day using your spell slots, ability bonus, and caster level etc.

You can use a single Divine Staff and Rune Staff per character though the spells listed in them may be of any amount. Mindful that most Good Aligned True Dragons are capable of casting Divine Spells as Arcane spells allowing you to double up divine spell sections across two items so you could put Spike Growth on both of them for a 6/day limit.

6: Skill based. Commoner, Expert, Samurai.
5: Mundane warrior. Barbarian, Fighter, Monk.
4: Partial casters. Adapt, Hexblade, Paladin, Ranger, Spelltheif.
3: Focused casters. Bard, Beguiler, Dread Necromancer, Martial Adapts, Warmage.
2: Full casters. Favored Soul, Psion, Sorcerer, Wu Jen.
1: Elitists. Artificer, Cleric, Druid, Wizard.
0: Gods. StP Erudite, Illthid Savant, Pun-Pun, Rocks fall & you die.

Thanks. This was basically what I was Looking for.

If a Good Dragon can cast it as arcane, I can get it in a drakehelm or knowstone, which are, better, than runestaff and divine staffs.

A55:  Yes, it's a divine caster.  It works well with Wizard or Beguiler as the other side (though it works better still just by itself).

A56: No, Eschew Materials only removes the need for inexpensive material components. Divine Focus components are different. There is a feat that removes them, though (Worldly Focus from some Eberron book, I think).

Depends upon the outsider.

Dustform -> Incarnate construct works, but it probably defeats the purpose.
Lesser planetouched works for some outsiders.
Dragonwrought works for any kobold outsiders
Linguist, Mad, Unique, none of these things am I
