I should mention that you don't need a full stat block for your character right away. You can just post the basics to start.

I'm planning Mr. Mascaro to be paladin of tyranny 12 / feat rogue 12.  If I understand the multiclassing variant, this requires 9,477,000 xp, and puts him between 11th and 12th levels for ECL.  Does this mean his non-class dependent stuff is all figured as an 11th level NPC?  Specifically, I'm wondering about number of feats, ability increases, and total gear value.

Yes, all non-class related features, including feats and wealth are figured as if he's an 11th level NPC, because in all honesty that's what he is.

Another clarification, am I correct in thinking he has maximum skill ranks as an 11th level character, skill points as a 12th level rogue, and the class skills of both paladin and rogue?

I'm guessing people aren't interested in learning a new set of homebrew rules that they have no interest in using outside of this contest. (At least... I'm not...)

It also might have to do with the fact that there are basically no criteria at all for how these NPCs are going to be judged... No theme for tying them together, either (any outside source is too wide open...).

It basically seems like you're just asking people to build NPCs for you.
