WHat can I get for 30 grand

A PC would like to be able to rebuke undead, and has about 20K in gold pieces plus or minus.  I'm wondering how many limitations I can squish into this to get it for 20K.  Maybe a runestaff like item where he can expend necromancy spells to rebuke?
