That smells a bit like a use-activated True Strike item.

Why?  Because it allows a monk to attack at range?  A +20 stackable bonus on every attack for 8,000gp when a standard enhancement bonus would only be +2 at 8,000gp is far different (and illegal).  And you do realize you are making this comment in a thread where people want to rip off their +12 limbs and throw them at people.  Short of a Labyrinth remake, I would have far more trouble with limb throwing then bloodwind.
