"than your character level" so no. Basically its up a feat compared to leadership, unless you take multiple ghosts in which case it has more HD restrictions. Is 3x15HD ghost cohorts > 1 19HD nonghost cohort? Sure you'd be down two feats but I don't know if that really makes it t3 material. Remember that I did stick it high in t4...

Is it really that bad?

It gets various utility spells, healing, animate dead, control undead, create undead, a sod, raise dead.

Doesn't seem too bad if you ask me, not steller, but is about as good as the adepts

Why it Doesn't Do its Job Well:
  • Has 10 5th level spells if you have an Int of 30.
  • Spell mastery each time a new slot is up is enough for the gems like CoP, animate dead, and dispel magic
  • No support, tiny list, and no class features? I'd rather have one less spell level, a mount, and some class features on a decent chassis.
