Does "another creature with the same ability" mean "a different creature type" or "another individual creature"? As written it can be read as the latter, which means there's no reason you can't keep putting efreeti under the knife for all the Sp component-free Wishes per day you want.
Yes, if you found a second efreeti you could learn it a second time, and a third efreeti a third.

#1. How would you restrain and render helpless an efreeti for two hours?
#2. You wouldn't be able to cast it until 17th level.

You don't need to get the outsider to agree to get vivisected when you call them with Planar Binding. You just need them to be there long enough to be bludgeoned into submission with nonlethal damage and debilitating spells. If you do it right, you can even have that happen in the surprise round.

If you can just summon these potentially helpless creatures willy nilly why not just make them XP fodder and keep leveling up?

Even if you are bringing them physically into the world, not just a 'seeming' like summoner nature's ally?
