Q5: I'm looking for something to pair with bard to start up Ultimate Magus - ideally it would get to 2nd level prepared arcane spells pretty quickly, although i'd be open to Arcane Preparation (?) bullcrap if there's something interesting and thematic out there for a bard/something/UM/SubChord/UM||Vampire/Dirgesinger/Lyric Thaumaturge.
Wizard.

Yeah, Wizard. The ACFs from Unearthed Arcana are badass.

Q6: Aside from the "online" Divine Minion Template, is there another +1 or +2 template that gives the "Evil" Subtype?

Q 4 Is there a base class arcane spellcaster that gains spell progression like a wizard, but uses Charisma instead of Intelligence?
A 4: The Sha'ir from Dragon Compendium is an arcane CHA-caster.

Q7Are there any other versions of Asmodeus except for those in book of vile Darkness and Fiendish codex 2?
Specifically I am asking if wotc did anything similar with the Archdevils like they did with Demonlords in Dragon and Dungeon Magazine.....

Yeah, Epimetheus was telling me. It looks a bit complicated to play.

Q8 I have a person that keeps referring to a feat called skill specialization (or something like that). They claim is raises your skill point cap for a selected skill. Is there such a feat? I know of pair of cityscape feats that give an extra rank, but not this one.

The only one I'm familiar with is homebrew.

I'd have heard of it if there were one outside cityscape.

Q9

Where's the text saying a monk's entire body is a weapon, or that a monk can use any part of his body to make an unarmed strike? The PHB mentions only fists, elbows, knees, and feet in the monk's Unarmed Strike entry.
So you end up stuck in an endless loop, unable to act, forever.

In retrospect, much like Keanu Reeves.

I think it's actually a 3.0 quote, but I don't have my 3.0 PHB to confirm.

Sanctum only changes the spell level when you actually cast the spell.

You check if a spell can be put into an arcane fusion before you cast it - thus, you use the unmodified, no sanctum spell level.

EDIT: Don't you hate it when you start pulling together something for a quick reference in the handbook forum, and find that surreal already did it?

Q 11 Reading up on Heroes of Horror, and was wondering, did any of the books actually gave stats for the demigod Cas?

Besides the avatar of Cas in the book, I mean.

more specifically -- it's a capstone feat for e6.  can be taken once for each skill.
mixing e6 with non-e6 = bad.  just don't do it.
(for further discussion on the topic, find one of the e6 thread floating around here, ....)

If you stop ignoring 289 pages telling what the intent is to stretch "more power" in your own god complexion of your interpretation trumps all to cover ability adjustments from aging then I will ignore a quarter page of rules that exist within a sidebar.
I think in this case the grammar is less important than whether the Str and Dex bonus provided to your created undead scales.

Q: If you use feats/features to upgrade a touch spell to a ranged touch, can you then use "split ray" metamagic on it?

Q 13 A large earth elemental jumps from the top rope and body slams a standing creature that's 3-4 feet below him. How much damage does it do?

AFAIK falling objects need to fall 10 feet to deal damage.  You could call this an attack or even a charge if the elemental moved far enough, but that would be it: a slam attack.
