Draining Touch is a (Su) ability.  Unless the ability description indicates otherwise, all (Su) abilities take a standard action to use.  Draining Touch makes no mention of what kind of action it is, thus it should be assumed to be a standard action, thus only once per round (usually).

Is it really a charge though?

Even if you could, you can typically only hold 1 charge at a time, so I'm not sure how it would benefit you all that much.

I have a question: Can the Exhausted condition drop someone's strenght score below zero?

One should mention Slime Hurl from CoR. It allows you to throw 3 globs of green slime as a ranged touch. No save or SR. The effect is immediate and all the globs has to be taken care of separately.

Basically, you do 3d6 con damage. Then if the enemy spends the next 3 rounds removing them he "only" ends up having taken 6d6 con damage, and you have had 3 rounds to do what ever you wanted.

Isn't that for Initiates of Ghaunadaur only though (i.e., not really applicable in any given PC build)? I'd have to check that.

Also, I'd be very much interested what you people think about Solo's question. I've been wondering whether I've told you guys less than the truth about ability penalties as compared to ability damage. Let me put it simply: can ability penalties - in general - lower an ability score to zero? Note that many effects that cause ability penalties have a clause that forbids it. But the fatigue and exhaustion writeups in the condition summary, for example, don't have such a clause. Since I'd have to rewrite a lot of stuff in this guide, I'm very much interested in your opinions. FAQ and Errata don't say anything about this, unfortunately, so at the moment I'm bound to think ability penalties can

That's the SRD on Special Abilities, under "Ability Score Loss". I've been scouring these rules for an answer to my questions above for a time now...

Nothing stopping it dropping you TO 0 but you cant go below that I think
