Imperial Decrees

Character Creation:
  • We'll be starting at ECL 7 and using 36 point buy.
  • We're not using XP, since that's pretty cumbersome, but LA buyoff is still in effect. So anyone with LA +1 has seven levels to play around with, LA +2 has six, LA +3 has four (since technically you haven't bought anything off yet), and so on. When you hit a level where you'd be able to do a buyoff, we'll just bump you up another level for the sake of simplicity.
  • Fractional BaB and saves.
  • Maximum of one flaw and one trait apiece.
  • This isn't a Tome game, so I'd prefer not to use that material. Similarly ridiculous stuff (Guidance of the Avatar) is also frowned upon.
  • Cross-class skills are bought at the same rate as regular skills. The cap on ranks still remains.
  • There are no multiclassing penalties, even though none of you would have used them anyway.

Other changes:
  • Two-Weapon Fighting works like this.
  • Everyone gets maximum Hit Points per Hit Die.
  • The Track feat and trapfinding no longer exist. Anyone trained in Survival or Search can do these things normally (if you're untrained, you can still do these things, but the DC cap exists). Anyone with ranks in Survival counts as having the Track feat for prerequisites, and the same goes for Search and trapfinding.
  • Maneuver prerequisites (except for initiator level) are nonexistent.
  • Armor and weapon crystals do not require attunement or take up an item slot.
  • All magic crossbows gain the quickloading property (MiC) for free.

Also, just for simplicity, we'll probably be going with the item system outlined in Phaedrus' houserules here. So magic items do provide scaling bonuses, you're limited to using no more than 8 constant-effect magic items at a time, and the cap on their value is listed on that table. Use that to equip yourselves during character creation (custom items are fine). For the rest of the game, whenever you guys level up, you can use that table to adjust your equipment as necessary--we'll fluff it as you winning the item in a card game/crafting it in your spare time/whatever.
