You lose skills. Scout has 8+int, ranger has 6+int. So you lost 8 skill points at first level.

Take 4 scout levels, then a cloistered cleric dip then full ranger.
So lvl 3, 4, 5 ,6 Scout, 7 Cloistered cleric, rest ranger? What feats should I be grabbing? and should I just be spamming rapid shot to kill stuff?

The Cleric dip is only good if you get Travel Devotion. This allows you to take a move action as a swift action for one minute once per day. You can use Turn attempts (3 per instance, IIRC) to get more uses of this ability.

Do you have ToB?
If you do, get an aptitude enhancement on your weapon. This will allow you to apply a different weapon focus or other weapon specific feats to your actual weapon. Enter WF(Crossbow), and Crossbow Sniper from PHB2. Now you can use Precision damage at 60ft and also add 1/2 Dex mod to your damage.
A 1 level dip in H&R Fighter will allow you to add Dex to damage to flat-footed enemies within 30ft.
A 2 level dip into Targetteer Figher (Dragon Mag) will allow you to generally add Dex to damage, but it's precision damage. They are exclusive, you can only take one.

If your DM is loose on Racial requirements you might be able to take Shadowstrike from CoR, it nets you +1/+1d6 to attack and damage when in an area of shadowy illumination or darker. Normally you have to be a Krinth, though.... it's not a high-powered feat, IMHO, so....

Improved Precise Shot is critical.

Woodland Archer allows increasing attack bonuses if you miss, and other stuff. (RotW)

You could go Scout / Cleric with the Animal Domain into Prestige Ranger.  So you'd get some cleric spellcasting, favoured enemies, & skirmish.

Ok so here's the build so far. Starting Character Elf ranger, 18 dex, 14 con, 14 wisdom, 12 sta, 12 con, 8 cha. What do I need to change up? and what Do I take after level 8ish? Also what changes if I switch to Mystic Ranger(DM might allow it due to first time playing)

Level 1 - R1:Point Blank Shot, FE:Undead
Level 2 - R2:Rapid Shot - Current Level
Level 3 - S1:Skirmish
Level 4 - S2
Level 5  - S3
Level 6 - S4: Swift Hunter
Level 7 - Cloistered Cleric1: Travel Devotion
Level 8 - R3: Endurance
Level 9 - R4:

the point of using Cloistered Cleric .... it gives a Bonus Domain: Knowledge ...... usually you give up that domain for the Devotion power: Knowledge Devotion. also you want to take Elf, War for the other domains.... Elf gives Point Blank Shot as a Bonus feat(Domain power), and War gives Weapon Focus...

this way you get 3 feats for a single level dip into Cloistered Cleric

so your build would look like this:

Ranger 1
Cloistered Cleric 1
Ranger 2
Scout 1
Scout 2
Scout 3
Scout 4
Ranger 3
Ranger 4

but then you will have Multiclass Penalties

you are correct ... i was just thinking of picking up Travel Devotion as a regular feat ...but it could be done that way as well i believe .....was there something in the Text that did not allow Clerics to exchange more than one Domain for a Devotion feat... i remember some limitation, but am away from books now

Yeah, you're right. You can select it, but war domain, meh :P
I think if you can get elf/undeath or something like that, travel devotion could be pretty could. But even then i'd prefer elf/travel.

I think the limitation on devotion feats you can swap is two!

If you want dex to damage that bad, get two swordsage levels and shadow blade. It's probably the most efficient method.

Is there a way to gain multiple swift actions in a round?
With Travel Devotion taking up one of our swift actions each round, there's no actions left to use stuff like Skirmishers Boots or Gloves of Agile Striking.
