Fish out of water?

Ok, for an optimization competition I'm wanting to use a Shalarin from Monsters of Faerun as the base race. However, while its an La +0, it has no land speed. Purely aquatic. I know there are ways around the water breathing, but wanting to make it able to walk.

We can only use official Wizards or Dragon Compendium material (not Dragon magazine), of 3.0-3.5 yet haven't figured out a way to get it out of the water. I mean, it's not like its not got legs. Thought monk might do it, but it just says 'your speed' not 'your land speed'.

Abilities to gain a fly speed are also welcome. Flying fish? Not a problem.

Any ideas?

Does it have to walk? What about flying? You could just slap the dragonborn template on it, and choose the wings aspect...

Actually edited in flying would be fine. Dragonborn however has been overused in the competitions of late. Something else preferably.

The intention of this current contest is to use all levels of Drunken Master. I've made many serious entries, but wanting to have fun with this one. Saying this fella is from an alternate material plane where the oceans are alcoholic. When he falls through the portal he wakes up on a ship, dying of asphyxiation until a ship hand gives him rum. The fellow then dives into the barrel. He now lives there, coming out to earn his keep, but always with a bottle on hand to wet his gills.

Btw, to catch the subtle joke, read the ingredients to the Pan Galactic Gargle Blaster   ;)

Half-fey will do it (also adds immunity to enchantment - which you can flavor as being too drunk to mind control)

HA, thought of using that, but not thought of the too drunk for mind control. I like that. Do I really want that LA however... hmm.

Possibly its CR was significantly higher than the party's ECL. You know, some kind of Boss.
So you end up stuck in an endless loop, unable to act, forever.

In retrospect, much like Keanu Reeves.

Shalarin could almost be considered comely actually. Also, you seen some of the fey? They'd make fish look good.
